Why these brokers made the list
The order reflects this article's product and regional decision, using the established UAE broker shortlist as a starting point.

How we selected the ranking
The ranking rewards clearly documented Brent/WTI access and transparent holding costs. A Saudi Exchange member is a separate route for local energy-company shares, not proof of direct crude-price exposure.
No firm gets a Saudi-licence badge on the strength of a licence issued to another entity or in another jurisdiction.
See our broker rating methodology for the wider evidence standard.
Saudi authorisation and market access
Use the Saudi CMA licensed-institution register for any assertion of Saudi securities authorisation. The Saudi Exchange member directory is the official route to listed Saudi shares; these shares are company equity, not ownership of crude oil.
A CFD provider regulated in the UAE or elsewhere should be evaluated under its own account agreement. The CMA's unlicensed-company list is a warning resource, not a complete list of every unauthorised operator.
Official registers and standards: CMA licensed institutions, Saudi Exchange member directory, CMA unlicensed companies warning.
Other routes worth comparing
These solve different ownership or market-access needs and are not ranked as equivalent to the international CFD platforms.
Saudi-listed energy companies. A licensed Saudi Exchange member can provide access to eligible listed shares. Share price also reflects debt, costs, dividends and company decisions, so it does not mirror Brent or WTI. Saudi Exchange member directory.
Locally authorised institution. Find the legal entity and permitted activity in the CMA register before using a local brokerage account. CMA licensed institutions.
Exchange-traded oil futures. For experienced traders, compare an eligible futures broker, contract specifications, margin and expiry. This is a separate derivatives route with potentially large losses. CME WTI crude oil futures specifications.
Risk warning
CFDs, forex and futures can cause rapid losses, including from leverage and gaps. This comparison is general information, not personal investment or religious advice. Availability, fees and protections depend on your account entity and current product terms.
